Can EB-5 Investments Be Used To Fund Films?

Has anyone used EB-5 investments for film financing? This is an interesting “scheme”:

Perhaps this is the latest in creative financing.  From insurance-backed funds to Sale/Lease back to Monte Carlo Scenario funds, this could be the latest in a long line of creative mechanism to invent a better mousetrap.
